WHEREAS:
Students applying to 5-year MS are not eligible for funding until they have earned a BS,
Physics Department is unable to predict funding a year in advance
TA slots are precious and we could easily give away many TA slots to 5-year MS students
Having a program full of 5-year MS students reduces diversity of students in our program and reduces its overall health
A five-year MS (unfunded) is less expensive to the student than a normal MS.
BE IT RESOLVED:
Domestic 5-year MS students shall all be admitted WITHOUT FUNDING.  
Should funding become available because of a poor yield, students shall be offered available
funding based either on their RA or on a ranked list, if offered a TA.
Foreign 5-year MS students may be admitted with 1/4 TAs to allow them to remain in US
